I like that in Wasteland 3 a lot of the settlements are made out of refurbished and repaired buildings and houses, there's working electricity, pipework and machinery, not a single shanty town made out of patchwork scrap, closest you get are the refugees living in tents in the south of the main town but that's a specific situation.

Colorado Springs looking like a proper town really works well to contrast with the ruins and radioactive wastes (which are still deadly if you don't have sufficient plating for your car) out in open world, and also acts as sutble characterization for The Patriach.
