I don't think it's woke though everyone has a different definition of that word. I think of woke as a mixture of gender ideology with white guilt. For gender ideology, Mizu crossdresses, but she's not deluded into thinking she's actually a man. Biology is what is shown to separate men from women not self identity. For white guilt, Mizu does hate white people, but that shows her as a self hating vengeance obsessed racist, not as someone who is right to hate white people.

It helps that the characters all feel like characters in a story, not as props to send a message too.
