The problem isn't the dueling sword and plasma per se its the fact they're pretty much mandatory on Havoc 30+. Dueling sword is one of the only melee weapons that can deal with the mountains of crushers and bullwarks thrown at you quick enough to deal with the dozens of other specials being thrown at you. People think nerfing the DS will open the meta back up but players will go right back to running knifes for their mobility, so now the meta will be a kiting game. Tbh the buffs don't look good enough to fill the gap but time will tell. Also nerfing the plasma is nerfing the vet which is ludicrous when he's switched places with the Ogryn for least picked. Plasma's cleave is almost essential when that sniper or bomber terrorizing your team is tucked away behind 9000 poxwalkers and bullwarks. The revolver used to do the job just fine but it got powercrept out and can't keep up with it's low ammo economy.
