at best they could actually compel VISA/MC to abide being entities registered within Japan, write up legislation to be treated as neutral infrastructure "in a cashless society" (something like Fair Access), or expand existing infra (JCB) and/or pursue cheaper expandable fin-tech

and JCB already salvaged most of the storefronts that were cut off from VISA/MC, which caused adoption to surge
