I think it's more that when Toriyama really takes a fight seriously, he'll tend to have a character powerup and appear strong (pic related) which is when he'll bother adding the distinctive features of SS2 (or the SS3 at all in Goku's cases)

Basically if it doesn't matter too much, just SS is enough to convey the idea the character isn't fighting nerfed
