Long story short, iX2 entered development at a really bad time for the wrong reasons and was rushed out to meet the set release date, resulting in a half-baked game.

The long story:
>GV3 was in development and supposed to come out by 2021, Inti's 25th anniversary. The CEO had even already agreed to do at least one collab in it with another company's game, COGEN Sword of Rewind.
>They still couldn't figure out Kirin's gameplay by the end of 2020, GV3 is internally delayed, CEO panics and pulls the iX director (mainline scenario writer btw) off the project to go make iX2
>>Some more context: Compared to mainline Gunvolt, iX development is super streamlined and iX1 was actually meant to be out the same year it entered development (2018) but they got sidetracked with other projects at that time, so on paper iX2 development might have seemed reasonable
>But there's problems
>The iX director felt they already peaked with Copen's old gameplay in iX1 and had to start over in a new direction (common Inti autism)
>Unlike iX1 which used Inti's oldest engine and could easily port GV2's systems over, iX2 got made with their newest one
>The CEO dumped the collab(s) intended for GV3 on iX2 and agreed to do a simultaneous release date with COGEN despite the risks. Tellingly, the interview with the COGEN devs didn't mention iX's director himself at all when they discussed the collab.
>>The COGEN collab may or may not have influenced Copen getting a melee weapon and Kohaku's role in the game. The reason it was originally with GV3 was because of both Kirin and Kohaku Otori (COGEN protag) being sword wielding girls. The COGEN devs also initially asked to use Kohaku (iX1) for their side of the collab because of her name, but then switched to working on Copen for it and didn't tell Inti until later on.
