Honestly, it's probably just him and maybe one or two other people. The last "big" Tenhou update was in 2020 with the introduction of the Desktop4k version. But even they say it was meant to replace the old Windows version which hasn't been updated since like 2013. Ron2 got an upgrade in 2022 which was done by Tenhou as well but that was a fork of the /3/ version.
I do agree that there's a lot of tard wrangling involved with the tournaments that he puts on.
