They're conformal fuel tanks, and while other countries use similar modifications the Israelis designed their own in-house. Israeli F16s also use drop tanks. They basically maxed out the amount of fuel capacity so they could increase range to Iran, Yemen, and other far away areas of interest, and even then they use resupply tankers whenever they can. As for the top column behind the pilot, it's called the "tech spine," used to house additional avionics, electronic warfare gear, and other Jewish space magic. Surprisingly it adds little extra weight and aerial drag.
