i agree there's a lot of weapon bloat, two examples are like the sun on a stick or the southern hospitality which just fill inventories and see no real usage, but people will try and scheme ways to make them viable all while just muddying what's there like you said. I think there are weapons that are worth using though, sidegrades that could use some tweaking and the game would be a lot better for it

TF2 Classic is your best bet in that regard, although they make some weird and questionable changes at times but also some of the best I've seen yet for TF2. I'd recommend trying it out at least
