I really don't want to demotivate you, since I'd really like to see more people (other than the russkis) make quests and maps, but you have to be a tough guy to do that. I hope that you really mean it. Editing some ltx files and some configs for balance and shit ain't that hard, but creating real story quests and more will require you to do some scripting and map making right now requires you to know how to model shit. The anomaly modding book and the mod portal cover most of the basics. Most of the knowledge is sadly stuck in the russkiverse, so translating AP-Pro forum posts is probably needed. For map making there are some newer tutorials by a guy called Infernis, but it's also only in Russian/Ukrainian.

Consider making a very small quest or a very small map with a quest to get into the workflow

you might get an easier time with it, since it has a lot of (engine) functions exported into scripts, as >>530402042 said, but its quite hacky and vasyan like. Anomaly also doesn't have a real SDK with sources. You have to put it together yourself.
Maybe try modding vanilla CoP with the IX-Ray engine, since it has its own better SDK. Alternatively, try CoC 1.4.22/1.5 or IWP, since the SDK sources are available for those and you could try to work with them in the IX-Ray SDK
