So from other people's perspective, they get to experience the first scenario whereas you, in your own words, "have to" be the one who reaches out. Others are able to do nothing and have people (you) speak to them, introduce themselves (yourself), make conversation etc. But for you this isn't allowed.

Feel free to explain why others get away with doing nothing yet still manage to get included but you don't.
