Dagger DPS is solid, but the problem is lack of hitstun. Attacking faster doesn't help if enemies recover faster to compensate. It gimps the hit and run and rushdown playstyles you'd expect to benefit from faster attacks, making them easier with the whip.

Fully charged hammer DPS is crazier, though. You can take half the HP off the optional intro boss before the fight starts
