Because if you read the highlighted, having a balanced budget or paying your debts / bills means nothing.

If the state does not need to meet the criteria of having a sound budget, then I guess you don't have to pay taxes either.
Or worry about bills.
Or Child support for that matter.
You know because it would cause my wallet harm, and that is not in the states BEST interest to cause me harm to my wallet.
