Modern Winhoes can still require reinstalls if a Cumulative Update malfunctions and corrupts core system components. It has happened to me a few times each with both Win10 and Win11 since 2020. I'm lucky that my Ubuntu 22/24 install on its own machine has fared better, but I haven't used that computer as much. My Windows7 install that was on my Ubuntu machine hasn't needed a reinstall, but I only used it a few months before backing up the drive image and then replacing it with Ubuntu.

Group Policy can probably do what you want, but ALWAYS before changing anything regarding Defender, disable Tamper Protection, or the OS will undo your changes. ALWAYS.
