Skills and meh leveling from FTL was (imo smartly) replaced with itemization and item abilities. If you'd want to get the same cooldown discounts as the skills give in FTL, I think it would be better if the bonus was awarded if you have multiple people manning the same room, instead of (re)introducing the skills again. Another way to get more traction from big crews/no crew limit.
