ROTS shows Order 66 as being like an MKULTRA activation phrase. The clones address Palpy as "my lord" as soon as they get it, like he's already Emperor. Traviss had it as a completely normal order that all the clones gladly obeyed, killing the jedi they'd been fighting alongside for years, because Traviss hates the jedi and writes them as evil and stupid, and writes everyone else as hating them for being evil and stupid.
