Not only is this illegal, it is even more illegal to pull this after a court orders you to pay.
This is also one of the most common ways large entities try to circumvent bankruptcy. It should be noted however that said entities usually plan this years or maybe even a decade in advance and go through incredible lengths to not be "discovered" and I assure you, not a single one publicly announces their illegal activity like this. (They mostly still get caught and fined)
