Out of context the starmie looks bad but it's good for the deck
The main attacker is this, if you wanted to attack say a dreepy or budew, you'd have to discard 7 cards with this to do so, massively overkilling it or deleting your resources. Starmie being able to ohko small pokemon like that is very effective in saving your gyarados/resources for the big pokemon instead
