The intention is XXI outsmarted him... XXI used Hyperbolic dimension on Goku, which made Goku think he was out of tricks, only for it to turn out he wasn't.

It's completely arbitrary. Buu used weird magic on that Gast that killed him, but that dragon can't give it to XXI, but somehow time stopping is fair game? Time limit isn't an issue too since XXI just walked to Goku to pierce his heart.

Even Goku vs Taopaipai wasn't this bad. Not only it happened after Goku was kicking ass and taking names, hence it built up tension, the fight showed exactly how outmatched Goku was by having a fight at all. Taopaipai loss was Toriyama raising stakes, XXI loss is Salagir taking a dump on Goku.
