Visually? Yes, they all pretty plain looking in comparison to other fightan characters.
Gameplay? Hell no, some of the most fun you'll ever have is when you get a good grasp on someone and learn how to style all over someone with their shit. Even Akira has a ton of shit going on with his moveset even though he looks (or at least he did look) like the most generic karate man ever made.
