The NCR is probably doomed in a Canticle of Leibowitz kinda way, in that they're repeating step by step the mistakes of the old world and have no answer to the future challenges of the wasteland.
You can already see the place tearing at the seams, the imperialism and colonialism, the plutocracy, the formation of a proto-enclave with obvious conspiracy of interests between cattle barons and high echelon military.
The NCR is pretty frustrating from a player's point of view (one that isn't retarded at least) because they're conceptual the most boring faction but also the one the developers are blatantly and clearly favoring. Not only do they give you a bulk of the game's quests (to the point where you can't even permanently aggravate them till late game) but their flaws are also more acceptable and easier to fix by your character, and even then the game goes out its way to ignore some of those flaws in many of the epilogue slides, even when it doesn't make a lot of sense.
