It's an old world solution to the new world problems. It's been done before. Caesar himself admits this. He's recreating Rome and restarting the cycle, knowing full well that Rome was already tried and failed. That's one of the major themes of the factions of this game and the slogan of the franchise (War never changes). The matter of fact is, THEY ARE low-tech when compared to NCR. That's not a critique, that's their strength. Each legionnaire is quite physically powerful, and there are tens of thousands of them.

Low ranking legionnaires are the grunts, they are given machetes and exist to take the brunt of damage, if you survive, you rank up and get the higher tier weapons. The Legion literally can't afford to equip every legionnaire with a service rifle like the NCR can.

The fallout fanbase is filled with complete retards and secondaries who have only watched the show. Caesar explains his goals very clearly to the player character but most people talking about the game never had the conversation. Therefore they make up bizarre and retarded strawmen against the legion like thinking his nomadic army is all that he wants, or that they don't use technology at all, or that he wants to completely destroy the NCR and take nothing from it, etc.
Caesar wants to conquer the NCR and turn it into a military dictatorship. He thinks that the NCR was stronger under president Tandi, who ruled for over 50 years. He also thinks that they are too fragmented in goals, with no one thinking long term about the greater good. He built up the legion to be a society that venerates one strong ruler, with a unified populace that doesn't fully rely on technology. He thinks that if he combines his militaristic legion into the existing NCR, he'll create something greater for both parties. He knows the legion isn't yet complete and calls it "basically a nomadic army"(i've read dozens of posts by retards that think caesar doesn't know this).
What Caesar basically wants is to conquer the NCR and make it more like the Legion, and in the process make the Legion more like the NCR. I don't think it will work and that House is the best option for the wasteland but the fact that so many retards don't understand what he wants to do is shocking. Talking about this game is nearly pointless due to the mass amounts of retards, secondaries, and ESLs(most noticable when talking about the lonesome road dlc, ESLs misinterpret the dialogue there to an almost comical degree)

As for the rest of your post, what you don't understand is how completely detached from Rome everything Caesar is doing is. Rome didn't become so big by raping and enslaving everyone, they became big by being overall quite respectful to anyone who followed their rules, not trampling on foreign cultures, integrating what other cultures did better than them, and providing a voluntary meritocracy to conquered territories who wished it. The NCR is infinitely more like Rome than the Legion has ever been.

I like the Legion and feel they are a good foil to the NCR, House and other faction and they're extremely cool. Politically I wouldn't side with them as my first choice (mainly because I think Caesar thinks he's smarter than he actually is) but Legion playthroughs are fun. I know politically the NCR are imperialist corrupt pieces of shit and have hosts of problems but I feel they are the least evil of the main 3 factions and the most stable, and their existence is honestly a miracle. In a setting where armies of enslaving raiders, super-mutants, robots and giant killer lizards, zombies and shit-water alongside the occasional genocidal faction, I'd rather be under NCR protection. Even if I'm working under a Brahmin Baron the sheer amount of worst fates for me in the Fallout Universe and being protected against said threats makes them a good faction for me. Legion gives you virtually little rights and Caeser's criticisms of the NCR are valid and if his recreation of Rome could actually come to reality, then I would support him, but he seems to be a manipulative and emotional person and the entirety of the Legion's leadership hinges on him. Lanius leadership, while he might be a good leader, will probably spell the long term prospects of the legion and if he were to die the Legion would pretty much collapse from within. There's a lot to admire in the Legion but I really fail to see how life in the Legion is nothing but worse than being an NCR farmer, at best it's slightly equal to it. NCR could also become a corrupt piece of shit genocidal nation too, but the Legion feels it's more on that path, Nipton is far worse than the NCR's dealings with tribals.
