Venus is the leader. The og team is the Princess Serenity and the Four Senshi of the Guardian Deities, her bodyguards. Venus is the leader of the bodyguards. After the og kingdom is wiped out, the princess is reborn but this time she gets to be a Sailor Senshi herself. In present day, Usagi/Sailor Moon is still their monarch and has the final say, but Venus leads the Guardian Deities and Uranus leads the Outer System Senshi (later, Saturn leads the Outer System Senshi).
