Calling it now, most EU countries aren't going to be willing to spend 5% of gdp on defence.
So the ones that don't want to are going to push for an EU army that is funded by 5% of the EU's gdp (in this case collectively by the countries that signed up for an EU army), as that would be cheaper long term.
