it's complicated. on the fate universe, mayor gods can't manifest because they are too powerful, so they use humans, sometimes from other timelines if they are more compatible (an excuse to reuse older character). ishtar the god is a pure slut and a bitch, but that particular manifestation is like 70% ishtar 30% rin so not a slut (but still a bitch).
