Maybe read the codex? It's explained there that the plans for the XG-70d were to equip it with 120mm railguns and also 2 huge ones which would be the arms. However due to the technology being incomplete (probably cause the prototype was eaten), and the fact that Operation Ouka was fast tracked much earlier before the BETA could act on the information extracted from the Yokohama Hive core, the XG-70d was rushed into operation without majority of the higher spec armaments, and only had CWIS and VLRS systems and the main cannon.
