To do a little experiment i've tried hosting a club without any quota and the 10m fans litmus test.

>5+ players started pestering me about leeches
(players too far apart don't mix I was correct)

>80% of the sub 10m went offline and never returned and i end up having to kick them anyways
(those who fail the litmus test are likely tourists, I was also correct)

(The quota wont turn everyone into a shit show rat race as even casual players can meet it, I was also correct)
