He's jerking it over the Boss like everyone in the series is. The Boss said 'we're all living on Earth and the cold war won't last forever so we should learn to cooperate more instead of dividing the world'. So the fucker invents this turbo-retarded plan of controlling all of the nukes and also killing the English language - that you know is so retarded the player can barely even understand it much less imagine it as something that would ever practically work. It triumphs even Big Boss and Zero's plan in how retarded it is (and that's saying something).
He's hyper-competent at times (destroying MSF) but also completely a fucking incompetent joke in V. Has Venom dead to rights and at gunpoint but he lets go multiple times without killing him and just monologues at him, sends Quiet to speak English loudly and she just doesn't bother for some fucking reason, dies to an angry child hijacking his own Metal Gear. He knows about Diamond Dogs and could wipe them out very early but just doesn't do it for.. reasons?
He's butthurt at Zero for cleaning up vomit in the jungle and kills him with a cancer-ridden pin (???). For some reason Zero lets him live after he disobeys him after Peace Walker (???).
SF is probably the worst part of the franchise for me. Him and the ancient parasites are so mind-bogglingly stupid I seriously suspect Kojima never could write well and most of the success of the franchise is due to the localization team and people like Fukushima/Murata/whoever reining his retardation in and just saying 'this is not fun, dude'.
