The Malcador is also a schizotech abomination made by the Terran Technobarbarians and co opted by the Emperor during the thunder warrior days.
The reason its so shit in universe is because its a mad max cludge job made by people who had forgotten what real tanks looked like, the big E didn't give a shit about the army after he got his marines so they had to sit with the shitbox while everyone else got predators, also its engines were DAOT wonders but no one knew how they worked well enough to move them to a different body.
Its only during the late crusade when the Imperium got too big for space marines to efficiently protect that the army started getting better stuff. This is when tanks like the Russ start showing up.
Then after the Heresy and the second founding happened the imperial army had to massively expand and update its equipment so they could act as the imperiums first line of defence while the astartes were relegated to special forces roles. The Malcador was relegated to a reserve tank or left to the PDF after that.
Despite its faults tho I do like the Malcador. Its a great callback to that early period of IRL tank design when no one knew what the fuck they were doing and we got a lot of great silhouettes out of it.
