Toby started with a shitty Mother Romhack, and spent a ton of time doing Undertale on Game Maker of all things on ifs and elses, and he already had DELTARUNE in mind when doing Undertale. It was too ambitious and he couldnt do it at the time, that's his entire reason for Undertale.
