The main disadvantage with increasing weight of F1 cars is the reduction in nimbleness.

At high speeds a cars nimbleness is decided by the amount of downforce, at low speeds a cars nimbleness is usually decided by its weight, but when a car is equipped with a fan, that fan generates massive downforce at very low speed - the complete opposite of most wings, which build increasing amounts of downforce as the speed goes up. Since the downforce at low speed generated by the fan would massively outweigh any increase in weight the overall nimbleness of the car would increase at any speed.

The Brabham 46b our only example of an fan car weighed - 600-650kg being ~25-50kg heavier than the non fan version, hardly an excessive increase considering the advantages.
