By passive you mean her discipline skill? Probably. Milana doesn't ask much to become a dedicated lockpicker. Just shove your BP into her IQ and feed her 1 Bakesh and you should be good to go. Meanwhile if you want Amelia to work you might need to feed her 4 Amelias and 1 Bakesh.

All in on IQ if you really want your Milana/Amelia to just open chests without blowing it up before the minigame.
As a side note, in case you want either to become more than just lockpickers one day, consider their class changes.
Amelia class changes into fighter. Which renders IQ useless if you put IQ into her when you wanted her to lockpick. Her discipline also doesn't affect her performance as a fighter.
Meanwhile Milana class changes into mage meaning if you went all in on IQ on her, it won't go to waste. Her discipline benefits her performance not only as a mage, but also as a thief. Even after all that, mage Milana is still a pretty decent lockpicker because the passives she learned as a thief carries on to her mage class. Oh, and her unique skill increases damage done by her and the ally in front of/behind her by 10%. It's a fantastic unique skill for her frontline/backline thief duty as well as a mage.
Amelia & Milana are adventurers that you're not supposed to feed to anyone because their inherit skills suck (even though Amelia's inherit sucks slightly less) so you'll be increasing their discipline skills instead. Ultimately if you want them to become dedicated lockpickers, both are great options and both are cute.
