The way I understand it works in China is that you can't own the land, just lease it from the state for like 70 years (not that you can own land in any western country, we just change the word "rent" to "property tax" and make believe that we own it).
You do own the structures and anything you build on the land, and the government has to compensate you for that if the lease isn't renewed.
I know some Chinese here, and their aunts and uncles and grandparents all own apartments in down town Shanghai (prime real estate) that they've had for decades. They don't have to pay any rent or taxes on it, so they just keep them for when they go visit.
