terror shiroko will almost always outdamage maid arisu in actual runs because her damage output is way more consistent, outside of rare instances where you get the perfect run and maid arisu lands every single hit. that's why people say she's very RNG-dependent and almost always necessitates you to restart a lot.
personally I still use her even though terror shiroko is a thing now because she is super precious enough to me to power through RNG hell. but it's not for everyone.
