So I presented all this information to my brother-in-law (he's a criminal prosecutor in CA) and he says Gunrun is potentially guilty of wire fraud, tax fraud, charity fraud, embezzlement, and wage theft and assuming he is found guilty this fucker is looking at 10-50+ years depending on how many counts AND will have to sell everything he owns to pay back whatever he can. He absolutely is fleeing, there's no way he faces this head on.
