Perhaps just cutting to the quick and converting a PA into a TW PA like immaterial hand does in the book. For the most part it would be the golem heart and other mods but the PA unit would be just skipping a few steps.

I do like the idea that you can't make a TW PA from a fresh unit, you need an armor that has seen enough action to essentially have earned a soul.
