Oh the lv I am talking about is lore, it's lv of the character in the card, not the level of the card. Stats-wise wise it isn't like it's terrible. Demon Subjugation Squad is humanity's best, so it's weird that a level 10 can get in it.

All other female soldier cards are level 20 (not 25, my bad) characters at minimum.
I have only collected 786 cards, so I may be missing something but I really doubt it.
