If you try getting to the "cheater" tv having already gotten the mantle now you immediately gain access to this dude who tells you that the ticket is under the ball machine.

Not sure how to get the ticket from under it though. My best guess is to trigger the 1225 secret to make the machine disappear, but I don't have enough points in any of my saves. Damn it.
