Unlike Phrolova, who did questionable things in pursuit of something she believed was good, Scaramouche acted out of revenge and to prove a point because he thought Raiden Shogun abandoned him, when in reality, he was given the freedom to live his own life away from the Archons and all the bullshit that comes with them.
Scaramouche is like Rover. His mind was reset, so he doesn’t remember his past crimes. But unlike Rover, whose past actions we know little about, we saw all the messed-up things Scaramouche did.
