It's funny because while I am a Fallout 1 purist I like the aesthetics of both 2 and Tactics.
Felt like a natural evolution of post-post-nuclear society to have larger bands of either Raiders or Mercenaries fighting over the scraps on the decaying metropolises.
Fallout 2 introducing more modern firearms with their own twist on it was cool, supports the idea that technology didn't exactly stagnate in that universe but instead took a slightly different path. A idea that was thrown out with 3 and 4 onwards.

TLDR: Wastelanders driving around in Hummers and doing warfare is cool.
