I always got the impression that the showrunners didn't like The Riddler, even though they probably gave us one of the best incarnations.

They used to say he was hard to write for because of his gimmick, but there's other villains who were difficult to write for, yet they still found ways to give them screen time. Two-Face was in a lot of episodes that had nothing to do with him (Shadow of the Bat, Sins of the Father, The Strange Secret of Bruce Wayne), they just needed a villain. There's definitely ways to have him in episodes without making it an entire "Riddler" episode.
I remember reading that a lot of his scripts were rejected for being too silly, but how many goofy Harley episodes did they start shitting out
