for Portal 2 the only option for pc and console crossplay was Sony because Valve and Sony worked together at the time and you could connect your PSN account to steam because of this.

they sell well enough and thats still more sales to offset insane huge budgets, Sony obviously wants to invest more into PC because thats a huge market now, so working with Valve on the steamdeck 2 to have an idea of specs will make things easier for them when porting.
It's just the reality of the industry, xbox is already publishing their games on other platforms the exclusive as we knew it is basically dead outside of Nintendo.
