Arcanum is probably the best implementation of classless RPG Fallout formula if we don't count modders. With real-time mode (as intended), the combat is fun enough to never be "bothered" by it. It's there, it makes sense, it's consistent, it's neat. The quests and the world are also very good.
The problem is that it has a lot of mechanical depth underneath it and it's a very fun game to break and go around and do incredibly fun things, but it doesn't demand much from you, so most people don't interact with like 80% of the game's mechanics and complain that it's boring. Read the manual before playing the game.
