the excerpt's snipped before we can get any more elaboration, but I think this is one of those cases where the writer really should have used a different word for "said", and with the specific phrase "There is nothing more reviled than the Orc," I think a "muttered" would be a huge step up in characterizing the elvish king without altering the word count at all.
