I don't see the problem with having eccentric characters.
Dead Cell seemed half objectively inferior to every other boss unit in the series. I think like two of them died before the mission and they were carried primarily by Vamp. Vamp's abilities seem broken, but he got CQC'd by Old Snake.
Foxhound seemed overall well-rounded with the best overall lineup.
B&B's tech made them physically overwhelming, but their mental instability limited their potential.
Cobra Unit is mostly just a group of eccentrics. The Fear in particularly was kind of a loser, and The Fury's superpower was owning a jetpack and a flamethrower.

Really the big issue is that this tells you nothing about the work itself. It's a generic fantasy setting with orcs and elves I suppose, and there is (or was) a war, but why should I care that much? You don't need your leads here, or any characters at all, but nothing that is written here gets across anything other than

You've got a clear "mind's eye" of the vision you want, but you just need to make it more kinetic and scream "SHIT IS HAPPENING!" to the reader. Make your character shout, make them cry, but make them do something; their wants, needs, and fears should be the beating heart of your story.

Not having names for places is one thing but if the story is meant to be sympathetic without giving anything away you could at least make it something that seems innocuous (village synonyms) or if it's the opposite you can use a more disheartening descriptor, like encampment, caverns, spawning grounds, etc
