I find it funny how this LITERALLY got contradicted in the New History of the DCU #2, where Amy is said to have started her career around the same time as the first generation of sidekicks, meaning she should be at the very least, a vaguely young adult like Jason Todd.
That said, there are multiple ways to explain this:
>Hal is simply wrong, he heard she started at 13, but he doesn't know how long she's been doing this
>There's some weird time dilation going on in Gemworld, which has kept her from aging too much
>Something similar to the Marvel Family being stuck in Suspendium
