as far as i can tell these are usually live action drills with paid crisis actors who all have to sign nda's before getting hired. they make it look as realistic as possible to prepare emergency personnel for the worst. they even have amputees who get the fake blood treatment and make the wound look fresh, all for realism
if you remember the toronto van attack, there was zero blood on the van. i barely barely hit a deer years ago (jumped out of a deep ditch and rammed me) and i was picking dried blood and meat off of it for a month
