I don't think that would have worked as well. Howard was just an associate of Jimmy's, with whom Jimmy had a rocky past and feelings of resentment. He genuinely wished a moderate level of harm and suffering upon Howard, and didn't have any kind of warmth or affection for him, the way he would even for a friend.
Chuck on the other hand was his big brother, and if Lalo had shot Chuck that night, Jimmy's reaction would have been a lot different.
As it was, Jimmy was horrified by seeing an innocent bystander killed in front of him, and (subconsciously at least) blaming himself for it. If he had seen Chuck died, his feelings of guilt and horror would have been even greater for sure, but there's also have been an incredible anger at Lalo. I don't know how exactly that would have manifested itself.
Would Jimmy have fucking snapped at lunged at Lalo with his bare hands? Would he have had a complete mental breakdown? Would he have become even more self-destructive from guilt?
