Yes.

Debatable. There's certainly similarities in situation but GVH was a vaporware game that 4chan beat to the punch, while HB and HH are already existing products that have shit their beds and slept in them. It would take a lot of dedicated effort to actually write these characters anew, not to mention a lot of story beats and plot points would straight up not exist in Hoot. It's going to be harder to write a fangame that completely changes the timeline while also feeling in-line with what's already established, as readers are going to be going in with weird expectations regardless of what you put in the preface. Snoot's job was a lot easier in comparison because they didn't have to give a fuck about what was already established (which, at the time, was nothing)
Not saying it's impossible or it shouldn't be done (it should) but your work is most certainly cut out for you once you take that first step
