Debatable. There's certainly similarities in situation but GVH was a vaporware game that 4chan beat to the punch, while HB and HH are already existing products that have shit their beds and slept in them. It would take a lot of dedicated effort to actually write these characters anew, not to mention a lot of story beats and plot points would straight up not exist in Hoot. It's going to be harder to write a fangame that completely changes the timeline while also feeling in-line with what's already established, as readers are going to be going in with weird expectations regardless of what you put in the preface. Snoot's job was a lot easier in comparison because they didn't have to give a fuck about what was already established (which, at the time, was nothing)
Not saying it's impossible or it shouldn't be done (it should) but your work is most certainly cut out for you once you take that first step

I think you probably could make a Hootgame by using the pilot as a template, but many of us like certain parts of the actual series and dislike other parts. Maybe it would focus mainly on emulating the pilot's tone (especially Stolas' characterization) and using it as the blueprint. Everything after that in the series proper is fair game to use, alter or ignore.
The REAL challenge is... legality. Can you get away with making something like this even as a free fangame, or would Viv shut you down? To say nothing of her rabid fans that she's accumulated that would have it out for you.

Too many romance paths risk bloating the scope of the game.

The actual plot elements weren't BAD, I will give it that. The overall idea of Blitzo getting up in the world while Stolas tears down his life makes sense if you want to put them on an equal playing field (without them actually talking about it...). The issues mainly come from characters, backstory decisions, and how they integrated the normal business episodes in between the drama.

Something I drew for a Greentext I wrote a while ago. The jist was DHORKs hired an actual, professional Demon Hunter whose has results, and he kidnaps Octavia to use as bait. Stolas enlists Andrelphas to help, since he actually has some power compared to him(It takes place after Sinsmas).

I think that in a way they ruined Blitzø character. In the first season it's seems like he suppress his love because he's scared to be hurt and it seems like he suppress his homosexuality too because he doesn't accept himself as homosexual. And in the first episode of the second series, we see that he actually don't give a fuck about Stolas, neither when he's jung neither when they've grown up, even tho he has sex with him in a very passionate way even out of the ones that they get to do for the deal in some occasions before and after they introduce us to the past of their relationship, making us think that Blitzø is uncaring of love whatsoever. I would have rewritten this part differently starting from the first episode of the second series, I would have loved to se him starting to develop feelings for Stolas and the contrast between his love and his will to help his family, with him choosing the family. When he have to steal the grimoire I would have liked to still see him stealing it and all but feeling bad about it, again, suppressing his feelings. I usually don't like when they add very forced homosexual love in series but because here it fitted perfectly and because helluva boss is full of it I actually love the idea. I also don't like the way they scripted fitzarolli and his relationship with Blitzø and how that made striker just a comic stain after depicting it to us as the great villain it was meant to initially be. I think that vivziepop actually do this too much. They create good villains and then make them just ridiculous, seems like they forgot to have two agents that serve this comic villain purpose and have to give others their role.
